Premium Bandai One Piece Chance to Buy Program is the new raffle-based allocation system that Bandai rolled out in March 2026 for high-demand English One Piece TCG products. It was introduced after Premium Bandai's site crashed and was heavily botted during the first-come-first-served wave 1 drop of the English One Piece TCG 3rd Anniversary Set on January 23, 2026.
For collectors, this is a meaningful shift. FCFS drops rewarded bots and fast clickers. The Chance to Buy Program replaces that with a raffle, which changes how you prepare, when you need to act, and what scarcity actually looks like for these products.
The Chance to Buy Program covers products that are very hard to source anywhere else at MSRP, including wave 2 reprints of OP13 and EB03 Heroines with only 1,000 boxes each. For context, OP13's release on November 7, 2025 pushed booster box prices as high as $700 at market peak, driven by chase cards like the OP13 red manga Luffy with raw sales around ~$10,000. A 1k-box reprint barely moves that needle.
The January 23 FCFS drop of the English 3rd Anniversary Set was the turning point. Premium Bandai's site couldn't handle the load, bots ate into legitimate inventory, and real collectors walked away empty-handed. The bigger context was that One Piece TCG demand had already spiked hard, with OP13 helping pull more attention into the format thanks to one of the strongest chase lists in recent memory.
The Chance to Buy Program is Premium Bandai's response. Instead of a live drop, you register interest during a window, and winners get a limited time to complete their purchase. It removes the bot advantage and gives collectors a fairer shot, though it introduces its own quirks worth understanding.

The OP13 and EB03 reprint numbers are the ones to focus on. At 1,000 boxes each, these are extremely limited relative to demand. If you compare that to OP13 boxes hitting $700 at the peak, getting one at $120 MSRP through Premium Bandai is a very different proposition than buying sealed on the secondary market.

The OP13 and EB03 numbers were especially small. 131 and 178 boxes made the second raffle feel like the last practical shot at MSRP for those reprints through Bandai's direct channel.
One thing worth understanding if you are newer to OPTCG is that booster boxes bought directly from Bandai are the best way to know they have not been mapped out.
Mapping is a common hobbyist technique where a seller opens a sealed case, pulls the guaranteed hits, and then resells the remaining dead booster boxes individually. Those boxes are far less likely to contain anything valuable because the chase cards have already been pulled. Buying directly through Premium Bandai One Piece allocations sidesteps that issue entirely.
That is a real edge when the chase cards in sets like OP13 are what justify the $120 price tag in the first place.

If you win, you only have a set number of days to complete the purchase. Do not wait, especially if you are using anything unusual on the payment side.
